## Overview:

### Most data brokers cooperate with privacy requests - but some don't. This article explains what non-compliant data brokers are, why they're challenging to deal with, and what Privacy Bee does about them.

### What Makes a Data Broker Non-Compliant?

A non-compliant data broker is one that repeatedly refuses to honor opt-out requests, deliberately makes the process unnecessarily difficult, or continues to republish your data after it has been removed.

Common behaviors include:

- Excessive verification requirements are designed to discourage opt-outs
- Ignoring or indefinitely delaying legitimate removal requests
- Automated opt-out portals that don't confirm results or provide evidence of removal
- Reposting deleted data - sometimes under a slightly different domain or brand name
- Refusing to follow applicable privacy laws

### Categories of Non-Compliant Brokers

Privacy Bee continuously monitors data brokers for compliance. Non-compliant brokers fall into three categories:

**1. Limited Removal Rate - Partially Responsive** - These brokers are less responsive and may take an extended time to act, but do honor some opt-out requests under certain conditions. Removal success rates for these sites may be lower than average.

**3. Territorial Data Brokers** - These brokers only process removal requests for individuals who live in states with specific data privacy laws. If you do not reside in a qualifying state, they may refuse or limit your removal request. Privacy Bee continues to submit requests and monitor whether their policies change.

## Privacy Bee has not stopped working on these data brokers. We continue testing new opt-out pathways, submitting requests where possible, and monitoring for changes in compliance. If a broker begins honoring requests more consistently, Privacy Bee will resume active removals accordingly.

### What Privacy Bee Does About Non-Compliant Brokers

Privacy Bee does not give up on non-compliant brokers. Our approach includes:

- **Recurring removal attempts** - Requests are resubmitted at regular intervals to track any policy changes or partial cooperation.
- **Documentation and transparency** - Every request and response is documented, so you always have visibility into what's been attempted.
- **Status updates** - When all reasonable methods have been exhausted, the removal is marked as Failed to provide full transparency.
- **Constant monitoring and testing** - We track each site's behavior and test alternative submission channels to find new pathways for removal.

## Our approach ensures that no site is permanently written off. If a non-compliant broker changes its behavior, Privacy Bee immediately restarts the removal process on behalf of all affected customers.

### What You Can Do

While Privacy Bee handles the bulk of the removal process, you can take additional steps to strengthen your protection:

- File a complaint with the Federal Trade Commission (FTC) at [**reportfraud.ftc.gov**](https://reportfraud.ftc.gov)
- Submit a complaint to your state's Attorney General - especially if you live in a state with strong privacy protections like California, Colorado, Virginia, or Texas
- If you are in California, file a privacy complaint directly with the California Privacy Protection Agency (CPPA) at [**cppa.ca.gov**](https://cppa.ca.gov)
- Contact your elected representatives to advocate for stronger privacy legislation

### Our Ongoing Commitment to Your Privacy

Privacy Bee believes your personal data belongs to **you**, not to Data Brokers or marketing databases. While certain sites remain difficult today, we are actively pressing for change through recurring opt-out attempts, formal complaints, and regulatory escalation.

We have **not given up** on these brokers - only encountered temporary friction. As soon as conditions change or compliance improves, we will immediately resume removals from their platforms.

Our commitment is simple: **Your privacy is non-negotiable, and we will never stop fighting to protect it.**
