Understanding Non-Compliant Data Brokers: When Opt-Outs Are Ignored

However, there remains a group of data brokers that repeatedly refuse to honor opt-out requests, deliberately make the process excessively difficult, or continuously republish data after deletion. These are non-compliant or dishonorable data brokers.

What Makes a Data Broker "Non-Compliant"?


Data brokers collect, aggregate, and sell personal information from a wide range of public and commercial sources. While many of them claim to support privacy compliance, some demonstrate a consistent lack of cooperation or transparency.


Common indicators of non-compliant behavior include:


  • Excessive verification requirements are designed to discourage opt-outs.
  • Ignoring or delaying legitimate requests without explanation.
  • Automated "opt-out" portals that fail to confirm results or provide evidence of removal.
  • Reposting deleted data, sometimes under a slightly modified domain or brand name.
  • Refusal to follow privacy laws applicable to U.S. consumers.


These behaviors are inconsistent with the spirit of consumer privacy protection and can expose individuals to risks such as identity theft, scams, and unwanted contact.

The moment a broker begins honoring removal requests, Privacy Bee will immediately resume active removals for all affected customers.

Despite the resistance from certain brokers, Privacy Bee remains committed to advocating for every customer's right to privacy. Our team employs multiple strategies to ensure ongoing pressure and accountability:


  • Recurring Removal Attempts – Requests are resubmitted at regular intervals to track any policy changes or partial cooperation.
  • Documentation and Transparency – Every request and response is documented to maintain a clear record of interactions and outcomes.
  • Status Updates – When all reasonable methods have been exhausted, Privacy Bee marks the removal attempt as "Unsuccessful" to provide full transparency to our customers.
  • Constant Monitoring and Testing – We track each site's behavior and test alternative submission channels to identify new openings for successful removal.


Our approach ensures that no site is permanently written off. If a non-compliant broker changes its behavior, Privacy Bee immediately restarts the removal process on behalf of all affected customers.


What You Can Do as a Consumer:


While Privacy Bee handles the bulk of the removal process, consumers can take additional steps to strengthen their privacy protection and increase regulatory awareness:


  • File a complaint with the Federal Trade Commission (FTC) via reportfraud.ftc.gov.
  • Submit a complaint to your state's Attorney General or Department of Justice, particularly if you reside in a state with privacy protections similar to the CCPA or Virginia’s Consumer Data Protection Act.
  • If located in California, file a privacy complaint with the California Privacy Protection Agency (CPPA).
  • Advocate for stronger privacy laws by contacting your elected representatives and supporting legislation that enforces compliance and penalizes repeat offenders.

Privacy Bee believes your personal data belongs to you, not to data brokers or marketing databases. While certain sites remain difficult today, we are actively pressing for change through recurring opt-out attempts, formal complaints, and regulatory escalation.


We have not given up on these brokers - only encountered temporary friction. As soon as conditions change or compliance improves, we will immediately resume removals from their platforms.
